Mark Hughes wants David Bentley in his team.
The manager is set to make a £8million bid including Martin Petrov as part of the deal.
Bentley will be allowed to quit Spurs after unimpressing 18 months in White Hart Line after his move from Blackburn.
Hughes is the one who managed the 25-year-old at Ewood Park and the Welsh is set to make a renewed bid to bring the midfielder to City.
Bulgarian winger Petrov will be used as a sweetener for the deal, after seeing a move to Spurs collapse on the final day of the last transfer deadline.
Hughes believes that Bentlty is the guy to propel City's into a Champions League place.
